On behalf of the entire Executive Board and membership of the Connecticut Chapter FBI National Academy Associates (CTFBINAA), I am pleased to announce our 4th Annual Regional Command College at Foxwoods Resort and Casino March 23rd - March 25th, 2026. Over the last three years, over four hundred and fifty (450) law enforcement professionals, representing over one hundred (100) different agencies and six (6) states have trained at this prestigious annual event.

Paul Butler
Biography
Paul Butler is an internationally renowned speaker who has trained and
entertained audiences in Europe, Africa, South America, and all across North
America. He holds a Bachelor’s Degree in Communication with a
concentration in Culture and Communication, as well as an Associate’s
Degree in Criminal Justice. He excels in the areas of motivation, leadership,
customer service, and attitude empowerment. During his 27 years of law
enforcement, he has been a public servant, training officer, sergeant, crisis
negotiator, chief of police, and chief deputy. These opportunities have given
him a unique perspective on a vast array of situations and circumstances that
many people find themselves in every day. These experiences have helped
him to develop the answers to questions and cures to problems most people
are facing at work and in life on a continual basis.
Paul became the chief of police of the Aynor Police Department at 22 years
of age, making him the youngest police chief in the history of South Carolina.
Born and raised on a small farm, his parents served as examples of hard work,
common sense, personal responsibility, and respect for self and others. This
has played heavily in his success in life and within each organization in which
he has served. He believes the power of a positive attitude can take you to
the top or help you simply find happiness and pride in the current role you
fill. A healthy attitude is often the key to both personal and professional
success – this has certainly been the key to Paul’s success.
As Chief Deputy of the Horry County Sheriff’s Office, he was selected to
attend the FBI National Academy in Quantico, Virginia in 2005 for the 220th
Session. This 10-week, executive level course was host to 250 attendees from
all 50 states and 29 countries around the world. Paul was selected by his class
to be their graduation day speaker alongside then-FBI Director Robert
Mueller. He now serves as the official Master of Ceremonies for the FBI
National Academy Associates and the FBI Law Enforcement Executive
Development Association during their annual training conferences.
To increase his outreach, Paul Butler Presentations was formed and he has
been traveling the globe speaking, instructing, and entertaining for all types
of groups, organizations, and events. He is consistently one of the highestrated

BIOGRAPHY
Christopher Mannino brings 25 years of law enforcement experience, nearly a decade of
which were in executive leadership positions, to his role as Vice President at Julie Parker Communications.
He retired as chief of police from a Chicago-area department and credits his graduation from the
FBI National Academy (Session #237) as his inspiration for revolutionizing his agency’s
approach to public communication. Under his leadership, his police department earned a
reputation for its ability to use social media and media relations to communicate with the
community and garner positive coverage in a top 5 news market.
Earning a master’s degree in political and justice studies with a focus on public communication,
Christopher served as the face and voice of his agency through crises and breaking news events, including officer-involved shootings, serious crimes, a pandemic, protests and civil unrest, and severe weather events. In 2016, he
began sharing his media and social media experience as an adjunct instructor, teaching
communications courses across the country. He joined Julie Parker Communications full
time in 2022.
With his extensive law enforcement experience, advanced FEMA and U.S. Department of
Homeland Security training, and real-world experience in the field, Christopher is uniquely
prepared to help organizations protect people, reputations, and peace of mind.
Biography
Paul Bailey is a veteran police officer with 30+ years of law enforcement experience. He is actively serving as Deputy Chief with the Middletown Twp. Police Department in Middletown, New Jersey, overseeing the Office of Professional Standards and Training. During his career, Paul has served as a Patrolman, Field Training Officer, Detective, Sergeant, Lieutenant, and Detective Bureau Commander. Additionally, he is the Public Information Officer for the Department.
Paul is a graduate of the FBI National Academy, Session 281. He has a Bachelor of Arts Degree from Rowan University and a Graduate Certificate from University of Virginia. Paul is an accomplished instructor, public speaker, and author, having had articles published by Police 1 Magazine and the FBI Law Enforcement Bulletin. Finally, Paul is the owner of Bailey Training and Consulting, specializing in training on the topics of leadership, supervision, resiliency, and crisis communications, and legacy.
Biography
Captain Chris Baker has served in law enforcement for over 30 years and currently oversees the Patrol Division and the Special Response Team (SRT) for the Stamford Police Department in Connecticut. During his career, he has held assignments in Patrol, Narcotics and Organized Crime, Neighborhood Impact Unit, and the department’s tactical team.
Throughout his service, Captain Baker has led personnel through complex and high-risk incidents while maintaining a strong commitment to professionalism, accountability, and ethical leadership. He is recognized for his dedication to leadership development and organizational culture, with a particular emphasis on mentoring emerging and future leaders within the agency.
Captain Baker is a 2024 graduate of the Senior Management Institute for Police (SMIP). He holds a Bachelor of Science in Criminal Justice and a Master’s degree in Public Policy and Administration.
Biography
Mr. Vincent A. Dalfonzo entered the FBI in 1987 and was assigned to the Phoenix Division, where he focused on organized crime and drug-related matters. During that time, Mr. Dalfonzo was the FBI’s Crisis Negotiation Coordinator for the state of Arizona. He has worked extensively with both the FBI SWAT and the Phoenix Police Department's Special Assignments Unit, where he responded to numerous hostage barricades, suicidal subjects, and kidnappings.
In July 1998, Mr. Dalfonzo was assigned to the FBI Critical Incident Response Group's Crisis Negotiation Unit. He served as one of the crisis negotiation program managers who responded operationally, both nationally and internationally, to ongoing hostage barricade and kidnapping events. Mr. Dalfonzo has trained numerous FBI Agents and police officers in crisis negotiation, suicide intervention, and crisis management, and conducted research in these areas of responsibility.
In 2011, Mr. Dalfonzo received the FBI’s Meritorious Achievement Medal for his work during a Somali pirate hijacking matter. Mr. Dalfonzo deployed to Buckeye, Arizona for the longest correctional setting hostage-taking in United States history; to Dothan, Alabama for the hostage taking of a 5-year old boy; to the Boston Marathon Bombings in Massachusetts; to Oregon for the occupation of MNWR by an armed group affiliated with the U.S. militia movement; and lastly, to Maine for the manhunt of a police killer.
In October 2014, Mr. Dalfonzo developed and continues to instruct the Critical Incident Leadership: Crisis Negotiation course for the FBI’s National Academy and the University of Virginia. The course was designed to provide law enforcement executives with essential concepts and insight into the principles and strategies of Crisis Negotiation.
In February 2025, Mr. Dalfonzo received the Thomas Jefferson Award from the University of Virginia for his innovation in the classroom.
Mr. Dalfonzo received his Bachelor of Science degree in Business from the University of Baltimore and is a former police officer with the Ocean City Police Department in Maryland.
Biography
Mr. Steven R. Conlon is a criminal investigations instructor with the Federal Bureau of Investigation (FBI) at the FBI Academy in Quantico, Virginia. He also serves as an adjunct faculty for the University of Virginia. Over his career he has served as a police officer in a municipal and state police agency. He has held supervisory and executive positions during his tenure as an officer.
In 1986 he completed a year-long Fellowship in the Behavioral Science Unit at the FBI Academy. Since that time he has been involved with investigative and research projects involving leadership strategies involving violent crimes such as homicide, sexual assaults, stalking, murder of law enforcement officers and other aberrant behavior by offenders.
For the past 18 years he has instructed three courses for the FBI National Academy (NA) as well as numerous webinars. In addition to the NA sessions, he provides training for law enforcement across the United States, Canada and Europe on the topic of violent and aberrant crime.
Over the years he has been recognized for his work in the Behavioral Sciences including the FBI Director’s Award for Excellence.
He has a B.S. from Morningside University and M.S. from the University of Nebraska at Omaha.
